Both M and P are known only to be at most O, so neither conclusion can be established on its own. But look at the pair together: 'M < P' and 'M >= P' cover every possibility between them and cannot both hold. Exactly one of them must be true, which is what the either-or option means. Whenever two conclusions about the same pair are exact complements and neither follows individually, the answer is either-or rather than neither.
