SEBI–RBI: Demat 2.0 pilot for tokenised corporate bonds

SEBI and the Reserve Bank of India (RBI) launched “Demat 2.0” — a pilot to issue, hold and settle corporate bonds in tokenised form on a permissioned DLT network, with the wholesale e₹ (CBDC) enabling atomic delivery-versus-payment (DvP) settlement. SEBI Chairman Tuhin Kanta Pandey clarified it is not a new asset class: investors need no new demat account or fresh KYC; tokens are credited to a Demat 2.0 extension of the existing account. Stage I institutional issuance is complete — REC Ltd (₹500 crore, 7.30% coupon), L&T and IIFL raised ₹1,025 crore in total; secondary-market trading and retail access follow in later stages. SEBI

DILRMP 3.0: from digitised records to a GIS “Land Stack”

Union Rural Development Minister Shivraj Singh Chouhan launched the Operational Guidelines for DILRMP 3.0 (Digital India Land Records Modernisation Programme, 2026–2031). The Central Sector Scheme carries a ₹565.50 crore outlay and shifts focus from isolated digitisation to a GIS-enabled, federated “Land Stack” — integrating cadastral maps, ownership, registration, land-use data and revenue courts through APIs. Key features: universal 14-digit Bhu-Aadhaar (ULPIN) for every parcel, full georeferencing of cadastral maps, 75 Registration Seva Kendras, digitisation of legacy records and 100% central funding on a performance-linked basis.
